Richard "Trey" Baker
Texas Transportation Institute
Trey Baker is an Associate Research Scientist at TTI. Since joining the organization in 2006, he has worked extensively on researching mileage and VMT-based revenue generating mechanisms. In 2008 he conducted research into public attitudes and perceptions regarding mileage-based user fees and helped develop a framework for implementing a mileage-based user fee in a rural and small urban setting. He is currently involved in research examining the institutional issues surrounding a transition away from the fuel tax and to mileage-based transportation financing mechanisms. Trey holds a bachelors degree in Political Science and a Master of Public Service and Administration degree, both from Texas A&M University.
Terri Binder
Club20
Terri Binder has been involved in transportation issues for many years. She was elected to the Regional Transportation District Board of Directors in Denver in 1995 and served through 1998. She is presently the Transportation Committee Chairman for Club 20, an advocacy group representing 22 counties on the western slope of Colorado.

Ken Buckeye, AICP
Minnesota Department of Transportation
Ken Buckeye is Program Manager for Value Pricing with the Office of Policy Analysis, Research and Innovation with the Minnesota Department of Transportation. Ken has more than 25 years of experience in transportation planning and project management covering nearly all modes of travel. Most recently his work at Mn/DOT has focused on congestion pricing alternatives as a means to manage demand and to help finance transportation systems. He has led the department on numerous value pricing research and program initiatives including MnPASS HOT lanes and other managed lane applications, pay-as-you-drive demonstrations, and mileage-based user fees. Ken has a BA in Urban Affairs and Business Management from St. Cloud State University and a Masters Degree in City and Regional Planning from Southern Illinois University.

Mark Burris, Ph.D., P.E.
Texas Transportation Institute
Mark Burris is an Associate Professor at Texas A&M and an Associate Research Engineer at TTI. His main area of interest is traveler behavior in response to pricing, particularly congestion (or value) pricing. He is the chair of TRB's Transportation Economics committee and is the director of graduate studies for the Zachry Department of Civil Engineering at Texas A&M.

Nicholas J. Farber, J.D.
National Conference of State Legislators
Nicholas Farber (Nick) is a Transportation Policy Specialist with the National Conference of State Legislatures in Denver. He works on transit, transportation finance, land use and emergency preparedness policy. Currently, he is working with the Federal Transit Administration and the Community Transportation Association of America (CTAA) on a collaborative agreement that highlights the benefits of human service transportation coordination to state legislatures and on a project with the AARP to develop an informative report on notable state policies regarding livability and aging in place. He received his J.D. from the University Of Denver Sturm College Of Law in 2007, and is licensed to practice law in Colorado.

Ginger Goodin

Ms. Goodin is a Senior Research Engineer with the Texas Transportation Institute. For 15 years she has led research in road pricing, particularly in the area of HOT lanes and express toll lanes. Since 2007 she has conducted research on mileage-based fees at both the state and federal levels.

Bern Grush
Bern Grush Associates
Bern Grush focuses on acceptance of road pricing by addressing privacy, cost, fairness, equity, convenience, services, and value-to-drivers. Both pro-car and pro-road pricing, Bern has been influencing the technology and thinking about road pricing in Europe, Asia and North America since 2004. Chief Scientist for Skymeter Corporation until 2010, Bern has developed specific expertise in GNSS-based telematics for road-use pricing, including tolling, insurance and parking. This includes patents, science, technology, deployment, enforcement, international standards for charging performance, and social acceptance. Bern has written over 300 articles, and papers about road-use metering. A Systems Design Engineer (University of Waterloo) Bern is a veteran of spatial and location related industries, including geographic information systems, location-based systems, transportation demand management, pattern recognition, and evidentiary documentation. He founded four high tech start-ups since 1980 including Skymeter Corporation.

Paul Hanley, Ph.D.
University of Iowa
Paul F. Hanley is an Associate Professor at the University of Iowa and the co-principal investigator of the National Evaluation of a Mileage-Based Road User Charge Project. Professor Hanley holds joint appointments in the Public Policy Center, Graduate Program in Urban and Regional Planning and the Department of Civil and Environmental Engineering at the University of Iowa. He is the Director of the Transportation Policy Research Group at the Public Policy Center, Director of the University of Iowa's Transportation Graduate Studies Program, and Associate Director of the Mid-American Transportation Center.

JayEtta Z. Hecker
Bipartisan Policy Center
Ms. Hecker is a nationally recognized expert on the need and challenges for restructuring federal policies to clearly advance well defined national interests, including fostering economic growth, promoting energy and environmental sustainability, and restoring a sound fiscal foundation of national policies and programs. She currently serves as the Director of Transportation Advocacy for the Bipartisan Policy Center's National Transportation Policy Project following a 25 year career as a senior executive in the U.S. Government Accountability Office, and 15 years as an economist in diverse executive branch agencies, including coverage of regulatory issues in the Carter White House. At the BPC, she has played a leadership role in developing and advocating for their comprehensive vision for a transformed, performance-based federal transportation program. She is active in coalition efforts advancing the needed preparation for a post-gas tax revenue foundation for the federal program as well as laying the research, data, and analytical foundations for transition to a performance-based federal transportation program.

Alex Herrgott
Senate Environment and Public Works Committee
Alex Herrgott joined the Committee in winter of 2004 and has specialized in Transportation and Infrastructure issues: highway, bridge and water resource development, and construction. He served as primary staff that negotiated the transportation reauthorization bill of 2005(SAFTEA-LU:PL 109-59), and currently serves as primary transportation staff for Senator Inhofe, Ranking member of the committee tasked with drafting legislation to re-authorize the Highway program.

Dave Huber is a seasoned Insurance Telematics expert. He's led all aspects of the development, pilot, launch and rollout of a number of usage-based insurance products for U.S. insurers. Currently vice president of insurance telematics at GMAC Insurance, Dave's responsible for developing and communicating a telematics roadmap and implementing strategies to allow GMAC Insurance to stay connected with its customers and their cars.

Jill Ingrassia
American Automobile Association
As Managing Director of AAA's Government Relations and Traffic Safety Advocacy department, Jill directs federal and state government relations and traffic safety advocacy, policy and programs for the 50 AAA-club federation. She manages a staff of policy and public health professionals and oversees the development and implementation of public policy strategy of concern to AAA members and AAA business operations, including mobility and transportation safety, energy, and consumer automotive. Throughout her 14 years with AAA, Jill has worked on a number of comprehensive initiatives to improve child passenger, teen and senior driver safety. She has represented AAA on a number of coalitions with national transportation and safety organizations, including current service as a Board member of ITS America, membership on the Transportation Safety Advancement Group, and 2008 Chairman of The Road Gang, an affiliation of transportation professionals. Before joining AAA, Ingrassia worked as legislative assistant to former Governor and U.S. Senator Jim Exon of Nebraska. She holds a B.A. from Nebraska Wesleyan University in Spanish and Global Studies.

Alauddin Khan
Nevada Department of Transportation
Alauddin Khan is the Chief Performance Analysis Engineer with Nevada Department of Transportation, where he is responsible for Strategic Performance Management, Value Engineering, Benefit Cost Programs, Strategic Forecasts and Planning, Legislative Support and Reports, System Preservation Reports, Cost Allocation Studies, Fuel Tax Revenue and Expenditure Analyses, and Congestion Management Performance Measures. He is also heading the VMT Fee Study for the Department and is the Co-Chair of the State wide electric vehicles readiness task force. He has extensive experience in fields of civil and traffic engineering, and transportation planning, at the Metropolitan Planning Organizations, the Army Corps of Engineers, State Department of transportation, and the private sector. He holds Bachelor's in Civil Engineering, a Masters in Transportation Engineering, and a Masters in Business Administration. Alauddin is a registered professional engineer, and is also a professional traffic operations engineer. He is an active member of the ITE, APWA, ASCE, and APA.

Adrian Moore, Ph.D.

Richard R. Mudge, Ph.D.
Delcan Corporation
Richard R. Mudge is a Vice President of Delcan Corporation and leads the firm's management consulting group with a focus on transportation policy, economics, and finance. Previously Dr. Mudge was a co-founder of Apogee Research, directed the transportation policy group for the Congressional Budget Office and worked in applied research at the RAND Corporation. He currently directs Delcan's project to implement a truck-based VMT fee system in the state of New York. His performance audit for the Seattle metropolitan area showed that congestion could be reduced by 15-20 percent within five years and with no increase in spending. He earned Ph.D. and M.A. degrees in Regional Economics from the University of Pennsylvania and a B.A. from Columbia College. He is a member of TRB's Committee on Congestion Pricing and a member of the external advisory board for two University Transportation Centers.

Lee W. Munnich, Jr.
Hubert H. Humphrey School of Public Affairs, University of Minnesota
Lee Munnich has been a senior fellow and director of the State and Local Policy Program at the University of Minnesota's Hubert H. Humphrey School of Public Affairs since 1991. For the past eighteen years Munnich has led the Humphrey School's research, education and outreach activities on congestion pricing and transportation finance. His work in Minnesota and at the national level have had a significant impact on policy leaders' understanding and public perceptions of congestion pricing and has led directly to Minnesota's first high-occupancy toll (HOT) lane project, I-394 MnPASS, in Minneapolis and western suburbs. Munnich has recently led efforts at the Humphrey School to study mileage-based user fees, including a current policy study for Mn/DOT, and is a founder of the Mileage-Based User Fee Alliance (MBUFA), which promotes outreach and education on the topic. Munnich had over 23 years of experience with state and local government before joining the Humphrey School, including service as deputy commissioner of the Minnesota Department of Trade and Economic Development and as an elected member of the Minneapolis City Council.

Mark F. Muriello
Port Authority of New York & New Jersey
Mark Muriello is Assistant Director of Tunnels, Bridges and Terminals for The Port Authority of New York and New Jersey and is responsible for the six vehicular bridges and tunnels between New York City and New Jersey and two interstate bus terminals, which collectively serve 1.25 million customers each weekday. Mark directs a wide range of functions including transportation planning and policy, traffic and revenue programs, business and strategic planning, and the operation and maintenance of the Port Authority's E-ZPass electronic toll collection system and its time-of-day toll pricing program. Mark serves in leadership roles in a number of transportation industry organizations including the Transportation Research Board, the I-95 Corridor Coalition, the E-ZPass Inter-Agency Group, the International Bridge, Tunnel and Turnpike Association, the Strategic Highway Research Program-2 (SHRP-2), and TRANSCOM.

John A.A. or "Jack" Opiola is the Senior Partner with D'Artagnan Consulting LLC. Jack has been a pioneer and global thought leader for road user charging including cashless, multi-lane, free flow (MLFF) tolling, all electronic tolling (AET), Congestion Charging and Vehicle Miles Travelled Taxes to replace existing fuel excise taxes with a fair, equitable, reliable and sustainable solution. Since 1997, Jack has worked and advanced global thinking about Intelligent Transport Systems (ITS), computerized parking control and traveler demand management integrated with electronic road pricing/congestion charging work in Singapore, Hong Kong, Taiwan, New Zealand, Australia, the USA, Europe and the UK.

Bennett Pierce
Battelle Memorial Institute
Mr. Bennett Pierce has more than 18 years of experience in conducting studies that examine and assess the impact of different policy and/or technology options on the transportation system. He is a certified Project Management Professional (PMP) and currently serves as the Program Manager of Battelle's Program Support for Highway Policy Analysis IDIQ contract with FHWA's Office of Policy and has led many large projects for Battelle during the past 18 years. Currently, Mr. Pierce is managing a $4.1M Connected Vehicle and User Fee Demonstration project for the Minnesota DOT.

Richard Prisinzano, Ph.D.
U.S. Department of Treasury
Richard Prisinzano works in the Office of Tax Analysis at the Department of the Treasury where he works on Partnership, Corporate, and Excise tax issues. His recent research has focused on choice of entity form as well as the price elasticity of supply and demand in the market for gasoline. He received his Ph.D. from the University of Texas.

Ed is a Senior Vice President of Wilbur Smith Associates, a subsidiary of CDM. He is a recognized leader in tolling, pricing and transportation finance, and has been with WSA for over 35 years. He is currently chairman of the TRB Joint Subcommittee on VMT Revenues, and also an active participant in the Mileage Based User Fee Alliance (MBUFA). He has testified before both the National Transportation Infrastructure Finance Commission and the National Transportation Policy and Revenue Commission on the need to move off the gas tax toward a national VMT pricing system.

Ferrol Robinson
University of Minnesota's Humphrey Institute of Public Affairs
Ferrol Robinson is a research fellow at the State and Local Policy Program at the University of Minnesota's Humphrey Institute of Public Affairs. His major areas of expertise include transportation and transit planning, transportation policy, performance measures and pricing. Mr. Robinson joined the Humphrey Institute in May 2009, having worked for SRF Consulting Group since 1985. Mr. Robinson has been the principal-in-charge of many transportation projects including Mn/DOT's Statewide Transportation Plan, the Minnesota Interregional Corridor (ICR) Plan, the Statewide Advanced Transportation Information System, the Minnesota Guidestar Statewide Strategic and Implementation plans. Mr. Robinson also led the preparation of many city and county transportation plans and was Principal-in-Charge of the Northwest Hennepin Human Services Transportation Plan. Mr. Robinson has a Bachelor's degree in Mechanical Engineering and a Master of Science degree in Civil Engineering with a transportation planning specialty and a minor in Economics, both from the University of Minnesota.

Darrin Roth
American Trucking Associations
Darrin Roth is Director of Highway Operations with the American Trucking Associations. He has served in that capacity since 2001. Darrin previously served as Manager of Highway Policy for ATA. He joined the organization in 1996 as a Transportation Policy Analyst. Darrin held several positions in the fields of public policy and public relations prior to joining ATA. Darrin has a B.A. in Political Science from The American University and did postgraduate studies in Public Administration at George Washington University.

John Sabala
Texas Department of Transportation
John Sabala is a Project Manager and Researcher in the Strategic Policy and Performance Management Office at the Texas Department of Transportation (TxDOT). He has done research on various issues, including transportation finance and public attitudes and perception. He worked with the Texas Transportation Institute (TTI) on an exploratory study to determine the viability of vehicle mileage fees as a potential funding option for Texas. John also supported the agency's executive leadership in refining the agency's strategic direction and identifying performance measures for the TxDOT 2011-2015 Strategic Plan.

Bruce Schaller
New York City Department of Transportation
Bruce Schaller is Deputy Commissioner for Planning and Sustainability at the New York City Department of Transportation, where he is responsible for planning, design and implementation of the transportation elements in PlaNYC, the City's sustainability plan for 2030. These include bus rapid transit, parking and curb management, public space, street design, urban art, freight mobility and clean fuels. He was also the agency lead on planning and implementation of NYC's congestion pricing proposal. Mr. Schaller previously worked for MTA New York City Transit, several New York City agencies and as an independent transportation policy consultant. A 28-year resident of Brooklyn, Mr. Schaller has a Masters in Public Policy from the University of California at Berkeley and a BA from Oberlin College.

Paul Sorensen, Ph.D.

Dr. Paul Sorensen is an operations researcher at the RAND Corporation, where he serves as Associate Director of the Transportation, Space, and Technology program. His research interests include transportation finance, urban mobility, and emergency response logistics. Paul holds a master's degree in urban planning from UCLA along with a PhD in geography from UCSB.

Katherine Turnbull, Ph.D.

Dr. Katherine F. Turnbull is an Executive Associate Director at the Texas Transportation Institute, a part of the Texas A&M University System. She has extensive experience in HOV, HOT, transit, ITS, TDM, and policy research. Katie currently serves as the Chair of the TRB Technical Activities Council.

Karen White, Ph.D.
Federal Highway Administration
Karen White has over 18 years of experience as an Economist with the Federal Highway Administration's Office of Transportation Policy Studies. In this capacity Karen has been a lead a number of research initiatives including measurement of the returns to the macro-economy and construction employment resulting from Federal-aid investment in highways, initiation of the new national highway construction cost index and truck size and weight analysis. Currently Karen oversees the FHWA/RITA mileage based user fee technology study; exploratory and advanced research into the role of risk preferences in route selection; and evolution of real-time ride sharing technologies. Before joining FHWA, Karen spent two years with Nathan Associates examining the economic impacts of monopoly pricing. Karen holds undergraduate degrees in Finance and Economics from the University of Texas at Austin and a Ph.D. in Economics from the University of Houston.

James Whitty, J.D.
Oregon Department of Transportation
Through ODOT's Office of Innovative Partnerships and Alternative Funding, Mr. Whitty manages the procurement of transportation projects as public-private ventures. The office has examined the feasibility of state toll roads and implemented the nation's first solar highway project. Mr. Whitty also led the development and implementation of Oregon's groundbreaking Road User Fee Pilot Program to design and demonstrate a system for counting vehicle miles traveled and collecting mileage-based revenue from motorists. This culminated in the successful completion of a one year pilot program in 2007. Projects currently in development include development of an electric vehicle charging network, expansion of the Oregon Solar Highway to cover ODOT's entire electricity use and development of a mileage tax for electric vehicles based on an open system platform. He obtained his bachelor's degree and Juris Doctorate from the University of Oregon.
